Jill Vaughan is a Senior Advisor at GSIS. Ms. Vaughan served as Assistant Administrator for the Office of Security Capabilities and the Chief Technology Officer from December 2014 to December 2016. As Assistant Administrator, Vaughan oversaw the implementation and development, test and evaluation, acquisition, deployment and maintenance of all TSA security technologies and systems across multiple modes of transportation. Ms. Vaughan directly supported TSA's mission by providing security capabilities to the field and enhanced the effectiveness and efficiency of our nation's transportation systems through the qualification and deployment of security capabilities that drive the global standard for security.
Ms. Vaughan served as the Deputy Chief Information Officer and Deputy Assistant Administrator for the Office of Information Technology, working to ensure the effectiveness of TSA’s information technology programs. As the Deputy Assistant Administrator for the Office of Information Technology, she ensured that mission-critical information technology products and services are provided to approximately 60,000 TSA employees at airports and field locations around the world. This includes extensive IT infrastructure; cyber security and information assurance; end user provisioning and services; and applications development, as well as compliance with the policies and standards set by the Department of Homeland Security and the White House.
Formerly TSA’s Chief Information Security Officer, Ms. Vaughan oversaw areas covering computer network defense, focused operations, FISMA compliance and policy, cyber security awareness and outreach, and secure infrastructure and vulnerability management. Her extensive administrative experience includes overseeing IT security for one of the largest managed services contracts in the Obama administration.
Ms. Vaughan combines over 17 years of information technology and cybersecurity experience. She is a graduate of Virginia Polytechnic Institute and State University. She is also a Certified Information Systems Security Professional, ISC2, a graduate from the DHS Senior Fellows Program, and a 2015 Fed 100 recipient from Federal Computer Weekly (FCW). She is also a graduate from the Harvard College National Preparedness Leadership Initiative.
