
Nour Negley
Director, International Engagement and Policy
Nour Negley is an accomplished national security and international development professional with extensive experience advancing U.S. and partner nation security objectives across the globe. She recently served at the Department of Homeland Security's Office of International Affairs, where she led engagement with senior foreign officials on counterterrorism, cyber, and infrastructure resilience and strategic security partnerships in the Middle East. In this role, Ms. Negley directed the U.S. government's negotiations that enabled the first Arab country's entry into the Visa Waiver Program, coordinating across U.S. government interagency and foreign counterparts.
Before her tenure at DHS, Ms. Negley worked at the National Defense University's Near East South Asia (NESA) Center for Strategic Studies, where she managed defense diplomacy programs and international delegations focused on counterterrorism, cybersecurity, and emerging security challenges. She strengthened U.S. defense partnerships in this role by coordinating strategic dialogues with senior military and government leaders from priority countries.
From 2012 to 2019, Ms. Negley led multiple aid organizations' conflict stabilization and humanitarian response to the Syrian Civil War. She managed large-scale cross-border relief and refugee programs in Jordan and Syria under USAID, the United Nations, and the International Organization for Migration. Her leadership included starting up and managing one of the largest emergency response portfolios in southern Syria for International Relief and Development and Jordan Health Aid Society, delivering critical aid to more than half a million displaced Syrians, and pioneering the use of remote monitoring technologies to ensure accountability in complex conflict environments. She also advanced business development with USAID implementing partners DAI and Global Communities, where she provided technical guidance on program design, monitoring and evaluation, and stakeholder engagement.
Ms. Negley has also contributed to the disaster response academic and strategic dialogue as a guest lecturer and researcher with the Asian Institute of Management in Manila, where she trained graduate students and advised government officials on conflict response, disaster preparedness, and humanitarian assistance strategies.
A National Security Education Program (NSEP) Scholar at Georgetown University, Ms. Negley holds a Master of Professional Studies in Homeland Security with an international focus from Pennsylvania State University. A native Arabic speaker, she brings deep cultural fluency, field-tested experience, and a proven ability to bridge diplomacy, development, and defense to her work in advancing global security and strategic partnerships.
